摘 要
政府职能转变的一项重点就是完善公共服务。而大数据作为一种新技术、一种战略资源，颠覆了传统公共服务供给模式，给公共服务供给注入了新活力，促进了公共服务供给创新。本文以大数据在公共服务供给中的应用为中心，对我国现存公共服务供给所具有的弊病进行深度剖析，探讨如何利用大数据优化公共供给，目的是为了促进我国公共服务供给水平更上一层楼。
本文基于服务型政府理论、数字治理理论，采用文献研究法和案例分析法，首先在对大数据与公共服务的概念以及相关理论进行阐释的基础之上，其次通过对浙江省大数据的实践案例分析，论证了大数据推动公共服务供给高效化、精准化、决策科学民主化、监管有效化，再者分析现阶段我国在具体实践中所面临的问题：一是供给主体大数据意识淡薄；二是专业大数据人才匮乏，技术依赖性强；三是数据安全缺乏保障；四是数据开放共享程度低；五是数据鸿沟导致供给差异大。最后，针对所存在的问题并结合浙江省大数据实践的成功经验，得出以下优化对策：一是创新公共服务供给理念；二是注重人才培养，技术创新；三是多措并举保障数据隐私安全；四是优化顶层设计，推动数据开放共享；五是加快一站式智慧化公共服务平台的建设，完善信息基础设施建设。 [来源：http://www.doc163.com]

Abstract
A key point in the transformation of government functions is to improve public services. As a new technology and a strategic resource, big data has overturned the traditional public service supply model, injected new vitality into the public service supply, and promoted the innovation of public service supply. This article focuses on the application of big data in the supply of public services, and conducts an in-depth analysis of the shortcomings of China's existing public service supply, and discusses how to use big data to optimize public supply. The purpose is to promote China's public service supply to a higher level.
This article is based on the theory of service-oriented government and digital governance, using literature research methods and case analysis methods. Firstly, it explains the concepts of big data and public services and related theories, and secondly, through practical cases of big data in Zhejiang Province The analysis demonstrates that big data promotes the efficient and precise supply of public services, the scientific and democratic decision-making, and the effective supervision. In addition, it analyzes and summarizes the problems that China is facing in specific practice at this stage: First, the main body of supply has a weak awareness of big data. ; The second is the lack of professional big data talents and the strong technical dependence; the third is the lack of data security; the fourth is the low degree of openness and sharing of data; the fifth is that the data gap leads to large differences in supply. Finally, in view of the existing problems and combined with the successful experience of big data practice in Zhejiang Province, the following optimization countermeasures are drawn: one is to innovate the concept of public service supply; the second is to focus on talent training and technological innovation; the third is to take multiple measures to ensure data privacy and security ; The fourth is to optimize the top-level design and promote the open sharing of data; the fifth is to accelerate the construction of a one-stop intelligent public service platform and improve the construction of information infrastructure.
