摘 要
近些年来,随着我国市场经济的不断发展以及社会主义市场经济体制的逐渐完善,房地产作为一支重要的力量已经在第三产业的发展中扮演着越来越重要的角色。也已经成为了我国经济发展的支柱,为我国国民经济的发展发挥着越来越重要的作用。但是房地产业在我国还是一个新兴的行业,所以其在发展的过程中难免会出现一些问题。
从2004年开始,我国的房地产业就出现了炒作的现象,使得房地产的价格在不断的非理性的上涨,给人民的生活住房等带来了很多的不便。所以为了让这个问题得到解决,我国政府从各个方面对房地产业进行了一系列的宏观调控。但是从调控的结果来看,情况并不是很乐观,在这几年虽然房地产得到了一定的控制,可是还是价格等方面存在着非理性的波动,也在影响着人们的正常生活。因此,对于我国房地产调控政策有效性的分析也就显得非常重要。
本文主要从我国房地产宏观调控的特殊理论入手,对房价上涨的影响因素,市场调控政策失灵的因素以及我国各地区房地产调控政策的落实情况等进行了一定的分析,然后在此基础上做了我国房地产调控政策的有效性分析。

Abstract
In recent years, with the gradual improvement of the continuous development of China's market economy as well as the socialist market economic system, the real estate as an important force in the development of the tertiary industry plays an increasingly important role. Has become the backbone of China's economic development, and is playing an increasingly important role in the development of our national economy. But the real estate industry in China is still an emerging industry, so it is inevitable in the process of development, there will be some problems.
From the start of 2004, China's real estate industry speculation, real estate prices rose in constant irrational, has brought a lot of inconvenience to the people living accommodation. Therefore, in order to let this issue is resolved, the Chinese government from all aspects of the real estate industry a series of macro-control. However, the result from the regulation point of view, the situation is not very optimistic in the past few years, the real estate to get a certain amount of control, but there are irrational fluctuations or price, etc, is also affecting people's normal life. Therefore, for the analysis of the effectiveness of our real estate control policies are extremely important.

In this paper, starting from the special theory of China's real estate macro control, and analysis of factors that impact on housing prices, market regulation policy failure factors as well as the implementation of real estate control policies, and then on this basis ofanalysis of the validity of the real estate control policies.
