摘要: 改革开放后下的机改革开放后的相当长的一段时间里，我国的经济发展围绕“以经济建设为中心”展开，发展重心偏向于工业，倾斜于城市，导致大部分欠发达地区的发展相对滞后，城乡差距呈现越来越大的趋势，区域内第一、二、三产业发展极不合理，甚至有畸形发展的状况出现。贵州省赫章县经过改革开放三十多年的努力，人民生活水平得到极大的提高，社会经济文化发展取得巨大成就，却始终摆脱不了国家级贫困县的现状。拥有多种自然资源禀赋、国家的各种政策扶持等发展优势，发展现状却是三次产业结构不协调，农业剩余劳动力较多，工业基础薄弱，服务业发展滞后，这不得不令人深思。虽说各级政府部门也采取了各种脱贫手段，但收效甚微。要改变赫章县的不利局面，只有借鉴其他相对发达地区的成功经验，结合自身的具体情况，充分发挥三次产业的各自优势的同时协调三者之间的关系，互补联动，才能应对新形势遇与挑战。

Abstract: Quite a long time after the reform and opening up, China's economic development revolves around "taking economic construction as the center", the development of heavy industry, tilt in the city, contribute to the development of most of the less developed areas and relative lag, the gap between urban and rural areas showed a trend of increasing, the first, second and third industry development area is reasonable, there are even deformity development conditions. Hezhang county in guizhou province after reform and opening up 30 years of efforts, the people's living standards greatly improved, the development of social economy and culture had made great achievements, but still can't get away from the present situation of the state-level counties. With a variety of natural resources endowment, various national policy support, such as development advantages, development status is three times the industrial structure is not harmonious, the surplus agricultural labor force is more, weak industrial base, the service industry development lags behind, it had to ponder. Although the government departments at various levels also took various means of poverty, but with little success.
