摘  要：本文对我国外来物种入侵的严峻态势及立法现状进行了简要的分析,并根据外来物种入侵的特点和我国管理体制的基本情况,提出建立和完善防治外来物种入侵的法律制度,以有效防治外来物种入侵。且文提出应借鉴国外的立法经验，制定专门性的外来物种入侵防治法。在防治外来物种上阐述了外来物种入侵的各种危害，针对提出的问题，提出了通过加强已入侵法律层面上的治理和控制的对策，防止其进一步蔓延扩散，加强对外来生物入侵的防控，来解除外来物种入侵的各种危害。

on Legal system of Preventing and controling invasive species
Abstract: In this paper, a serious invasive species in China and legislative situation a brief analysis of the current situation, and according to the characteristics of invasive species management system and the basic situation of China, proposed the establishment of invasive species and improve the prevention and control legal system to effectively control invasive species invasion. And the text of proposed legislation should learn from foreign experience, to develop specific prevention and control of invasive species law. Elaborated on in the fight against alien species invasion of alien species, a variety of hazards, for the issues raised have been put forward by strengthening the governance on the legal aspects of the invasion and control measures to prevent its further spreading, and strengthened external to the prevention and control of biological invasion to relieve a variety of harmful alien species invasion.
