摘要
社区安全治理创新，必须把广大人民根本利益的维护放在首位，使和谐因素增加到最大化，促进社会发展活力增强，使社区安全治理水平真正能够提高，这是党的十八届三中全会强调的观点。就社区公共安全管理而言，把人们关心、爱护自己家园积极性调动起来，是建立在公众参与其中基础上的。以对公众参与公共安全管理因素的影响分析为基础，对存在的主要问题展开分析，实现对其有效途径的深入探讨，旨在促进社会资源开发利用效率提升，从而确保能够健康持续发展城市。
社区管理相关理论研究是本文的出发点，运用规范研究和实证研究结合方法，并以实证研究为基础，进而上升到规范研究层面是本文的基本研究路径，以国内外城市社区为针对对象，以归纳和演绎方法的使用为手段，实现充分，跨学科的研究其现状，研究存在其中的问题，并以一定的价值判断为依据，针对公共参与城市社区建设，给出自己的意见与建议。综观现有公民参与社区安全治理研究成果，具体体现在参与某个特定事物问题；参与某一地区问题；分析普遍存在的困境与路径。
本研究个案研究BTS青年社区运用问卷和访谈形式，基于描述性分析与相关性分析调查结果，就公民参与城市社区管理状况来看，没有明确参与治理主体权责、具有有限的参与途径、社区具有较低的社会资本等为存在其中的明显问题。因此，公民真正能够有序参与城市社区治理，需要定位参与主体角色，着眼于参与制度等方面，也需要把公民参与意识提升，加强培育社区社会资本。不断发展和不断完善就是公民对城市社区治理参与过程的实质，政府和社会以及公民在这一过程中存在责任，而公民有序参与最终实现的唯一有效途径就是三者共同努力。本文研究的目的就是基于对相关问题进行分析研究，对可行性路径进行分析，进而针对所研究的现状和困境，基于积极借鉴国内外经验，充分发挥基础理论指导功能，以公民自身与社会组织等为针对对象，提出对策建议，从而促进进一步完善公民参与社区安全治理机制的构建工作。 [资料来源：http://Doc163.com]

ABSTRACT

This study is a case study of BTS youth community in the form of questionnaires and interviews, through the descriptive analysis and correlation analysis of the results of the survey.
