Abstract： The competitiveness of SMEs in the final analysis is the talent competition. Staff motivation is to attract， retain and important means of human resources is the impact of small and medium business success factors. Analyzed from various angles and explain how to SME development strategy for SMEs to be more realistic to personnel according to various factors reasonably designed to achieve a diversified， multi-level， flexible employee incentive mechanisms to attract and retain High-quality and high performance talent， so that enterprises maximize the benefits.
