摘  要：西部地区特殊的地理气候条件与水资源总体贫乏的状况，确立了水资源在西部地区开发建设中特殊的重要地位，也确立了水资源保护的重要地位。目前西部地区水资源和生态环境现状，已制约了社会经济的持续发展，客观上要求加强水资源和生态保护。本文从我国西部地区水资源的现状出发,分析了我国现行水资源保护法律制度中存在的缺陷与不足,并提出了相应的西部地区水资源保护的法律规范。

On the Legal Protection of Water Resources in West China
Abstract : Western special geographical and climatic conditions and the overall poor condition of water resources, establishment of water resources development and construction in the western region of special importance, but also established the importance of water conservation. At present the western region and ecological status of water resources has restricted the social and economic sustainable development, which calls for strengthening of water resources and ecological protection. In this paper, the status of water resources in western China, analyzes the legal system of protection of water resources in the current flaws and shortcomings, and the corresponding protection of water resources in the western region of legal norms.
