摘 要
我国的电网规模和发电规模已经跃居世界首位,但与之对应的是,在电价机制和电价管理上依然存在诸多问题,显然,这是与我国的电力发展不相适应的。前不久,中共中央、国务院联合下发意见,要求推进我国电力体制改革,尤其是其中的电价改革。在这一形势下,对我国用户进行选择性电价设计,将用户用电电价逐步推向市场化,已然是我国电力改革的必然选择。本文在综合参考国内外研究文献的基础上,结合我国居民电价的现状,以及居民电价在实施中存在的问题,然后充分借鉴国外居民用户选择性电价的实践和经验,在梳理分析的基础上,归纳总结了国外居民选择性电价对我国居民选择性电价的启示,在综合参考我国国情的同时,对我国分类用户峰谷电价进行了分析,依靠需求弹性理论,建立了峰谷分时用电需求弹性模型,并对居民、商业、工业用户进行了分时需求响应分析,同时进行了测算,并计算出了测算的结果,最后,还结合实际,对浙江省用户峰谷分时电价的实行情况进行了分析和总结。

Abstract
The grid scale and the scale of power generation has leapt to first in the world, but with the corresponding, the price mechanism and price management still exist many problems. Obviously, this is incompatible with the development of electric power in our country. Not long ago, the CPC Central Committee and the State Council issued a joint opinion to promote the reform of the electric power system, especially in which the price reform. In this situation, the selective price of the users of our country residents is designed, the electricity price will be gradually pushed to the market, which is the inevitable choice for China's electric power reform..Based on comprehensive reference to the domestic and foreign research literature based, combined with the current situation of our country dweller electrovalency, and residential electricity prices in the implementation of the existing problems and make full use of the practice and experience of foreign residents of selective price, in combing the analysis based on, summarized the Enlightenment of foreign residents of selective price of our country dweller of selective price, in reference to a combination of the situation of our country at the same time, of our country dweller selective peak valley time-sharing price is design and on the calculation results were analyzed.
