摘要
随着信息化社会的发展还有公民话语权意识的觉醒，今天的社会舆论监督平台上活跃着这样一批人，他们运用以计算机处理技术作为基础的新媒体，通过其特点与功能造就的全新的可能性采取一系列媒体监督活动，来实现自身社会舆论监督的基本权利，进而影响甚至在某种程度上颠覆了传统意义上的社会规则与结构形态。从社会学的角度出发，这些人被称为“行动者”，而决定和制约今天行动者们舆论监督特点与方式的最直接因素，正是新媒体的媒介形态与功能特点。
新媒体舆论监督有“准、快、灵”的特点，有助于疏导社会负面情绪、有助于促进公民意识和公民社会的形成、有助于有效地监督社会主义法治和社会主义民主。但其自身与生俱来也存在着不可忽视的局限性，这就要求在以下三方面加强对其监管：加强新媒体的舆论监督与引导能力、 完善对新媒体舆论监督的法律和规则、建立网络道德规范体系，规范网民言行加强对网民的网络素养教育、诚信与公德教育，形成网络道德公约。

ABSTRACT
With the development of information society and the citizen right consciousness, the platform today social supervision activity on this group of people, they are using new media to computer processing technology as the foundation, created by their characteristics and functions of new possibilities to take a series of media supervision activities, to achieve the basic rights of its supervision of the public opinion, and even influence the subversion of the social rules and structure form in the traditional sense of a certain extent.
