在一个通话持续时间内，当一个用户从一个覆盖区域或小区移动到另一个小区，呼叫将会转换到新小区的基站。否则，随着终端与基站距离的增加，通话将因为与当前基站的连接越来越微弱而掉话。实际上，这种转换能力是移动蜂窝系统的特色，我们称之为切换。
切换定义了两种基本类型：硬切换和软切换。
对于硬切换，在用户转移到新的基站前，将与原来的基站断开连接。这意味着移动台不会同时与一个以上基站相连接。当移动台从第二个基站接收的信号强度大于第一个基站时，将开始切换。信号强度测量值是在选定时间段内的平均信号电平。

An Introduction to Handoff in Mobile Cellular Communications
When a mobile user travels from one area of coverage or cell to another cell within a call’s duration the call should be transferred to the new cell’s base station. Otherwise, the call will be dropped because the link with the current base station becomes too weak as the mobile recedes.
