摘  要：长株潭城市群被国家批准为“资源节约型、环境友好型社会建设”综合改革试验区对于探索社会主义发展新道路，实现人与自然和谐发展、经济社会协调发展具有十分重要示范作用和现实意义。但是在投融资改革具体实施过程中，遇到了诸多问题，严重制约了湖南省两型社会改革平稳、持续地发展。本文首先从投资总量、投资结构、融资渠道、投资方式与资本市场建设等现状出发，然后分别从这些方面提出其存在主要问题，最后提出了构建公共投融资平台，全方位加大投资力度; 扩大证券投融资规模、完善投资基金，调整投资结构;充分发挥信贷融资作用，拓宽融资渠道;创新融资方式、加强资本市场建设等方面建议。

Study on Current-situation, Issue and Countermeasures to the Reform of Financial System of Two Model Society Construction in Hunan Province
Abstract: Changsha-Zhuzhou-Xiangtan City Group of Hunan province being admitted as the "resource-saving and environment friendly society" experimental zone has a fundamental exemplary role and practical significance on groping for a new path on socialist development, realizing harmonious development of man and nature as well as economy and society. However, , many problems encountered in the process of the specific implementation of the reform in investment and financing have seriously restricted the reform of Two Model Society construction in Hunan Province in a stable and sustainable way. This paper analyzed the current situation of reform from the total investment, investment structure, financing, investment and capital market’s construction firstly, and then put forward major problems from these aspects, Finally, put some countermeasures from building a public investment and financing platform to increase investment in an all-round; adjusting the investment structure through expanding the scale of securities investment and improving investment funds; extending financing channels by exerting the role of credit facilities and innovating financing pattern and strengthening the capital market building.
