摘 要：
改革开放以后，中小企业在国民经济和社会发展中的作用日益显现，中国内地中小企业迅速成长，已经成为内地经济发展、市场繁荣和就业扩大的重要基础，促进中小企业的发展已经成为各级政府的重要工作之一。资金是企业生存和发展的源泉，近年来，虽然国家颁布了一系列扶持中小企业的政策法规，各地政府也在积极采取措施解决中小企业融资问题，但问题并没有得到根本解决，融资难已经严重成为制约中小企业进一步发展的瓶颈，能否以恰当的融资方式及时地筹措到所需资金，是企业健康发展的关键因素。
